Hopefully they will be able to get the NIR at a reasonable increase this time, rather than a 33% increase due to the inability to process a 4-band image that includes the NIR band but rather, having to reprocess all data as a second, 3-band, CIR image due to software limitations associated with the sensor they were using for the growing season of 2007. Maryland discovered this caveat after the fact. The 2007 (Maryland and W.Va.) contractor that had this limitation said that they were working on a software fix for this. This could make the NIR band prohibitive in price for VA. VA needs to get the FSA to write the RFP such that prices with and without NIR are provided up front. -Fred Frederick M. The USDA FSA is looking for state agency partners to help fund this year's program. Below are a few fundamentals and options for the 2008 NAIP in Virginia: - NAIP is always "leaf on" and is flown during the growing season - 2008 will provide a one meter resolution true color product for approximately 85% of Virginia - Data will be public domain once released by USDA - Total cost for Virginia NAIP is approximately $750,000 Partnership options: - Fly 100% of Virginia land mass - Collect Color IR in addition to true color - Upgrade control utilized from "relative" to "absolute" - Participating agencies (those who provide $$) get the data ahead of public domain release - Desired contribution from state agencies is one third of total cost, around $250,000 (though they seem eager for any kind of partnership) VGIN thinks this is a good opportunity, could meet both a change detection and natural resource / color IR need previously identified by agencies as an important need, and is willing and able to contribute a portion to this effort. My question to you: Are any state agencies willing and able to contribute to a pooled fund for Virginia's participation? USDA needs to know about partners by the end of January - two weeks! Please reply directly to Dan Widner or Stu Blankenship ASAP if your agency can participate, and if so, how much you can contribute. The more partners the better, obviously. Thanks a bunch!
