Information Technology Specialist II - GIS Program Manager

Position #00154     Charlottesville, Virginia

Hiring Range:  $50,000 - $59,000 (Pay Band 5)


Duties:  The Virginia Department of Forestry is seeking a
self-motivated, organized professional to design, develop, and manage
agency-specific enterprise geospatial database applications.  Duties
include:  assisting with agency strategic information technology
planning; initiating and managing major information technology projects
according to Commonwealth project management standards and guidelines;
formulating user requirements; acting as a technical resource on
applications development and/or enhancement projects; designing and
implementing changes to existing applications; implementing formal
change control procedures; supervising technical and professional
personnel; managing programs of quality assurance and quality control;
procuring technology services; and managing contracts and budgets.

Qualifications:  B.S. in Geography, Computer Information Systems, or
related field; or equivalent experience required. Comprehensive
knowledge of Geographic Information Systems (GIS), geospatial enterprise
applications, and systems analysis; demonstrated knowledge of and
experience with ArcSDE, ArcGIS Server, ArcIMS, and Arc Objects
programming; significant programming, systems analysis, and database
administration experience; knowledge and experience with SQLServer,
Oracle, or other enterprise relational database management system;
ability to work independently; excellent organizational skills;
knowledge of effective supervisory techniques and practices; ability to
establish and maintain effective working relationships with a diverse
team of individuals; demonstrated excellent written, oral, and
interpersonal communication skills; valid driver's license; ability to
travel in and out of state and stay overnight on occasion; and ability
to provide effective training and support to professional staff
required.  Certification as a VITA Major Project Manager or Project
Management Professional (PMIP) preferred.  A fingerprint-based criminal
history check is required for final candidate.
