In the fall of 2006, Montgomery County acquired a Reverse 9-1-1 system.
We also entered into a contract with Verizon for the ESL database as the
primary data source for the R9-1-1 system.  During our implementation in
the early part of this year, we discovered that there were data elements
Verizon was not providing us under the NENA ALI data exchange formats,
specifically the Class of Service, Type of Service, and Zip Code.

Recently Verizon signaled to us that if more counties began asking for
this type of data, they would provide it as part of their 'standard' ESL
offering.  So, we are asking for your assistance.  I have attached the
letter we sent to Verizon back in March, 2007.  If each jurisdiction
could send a similar letter to their Verizon Corporate Account Manager
(For Maryland that is Bobby Blevins) requesting the addition of these
data elements and any other data elements that would be helpful to your
jurisdiction, we believe the ESL database will become more useable for
all.

I am also forwarding to Fairfax County in Virginia to try to illicit
their help as well in getting all of Virginia on board.

Dear Mr. Blevins:
 
The Montgomery County Department of Police has placed into service a
Community Notification System, often referred to as Reverse 9-1-1 or
R9-1-1.  The phone records for the residents and businesses of
Montgomery County are a key component of this system.  These are
maintained by Verizon in the Emergency Services Listing (ESL) database
and delivered to us under contract with Verizon.
 
When an emergency notification to the residents of Montgomery County is
warranted, the County Police must have the ability to deliver that
notification quickly and accurately to the affected population.
Unfortunately, the current data that we are receiving from Verizon is
not meeting this need.  

The National Emergency Numbers Association (NENA) has developed
recommended formats and protocols for Automatic Location Identifier
(ALI) Data Exchange, ALI Response & GIS Mapping, which were last revised
in November 2004.  The Verizon ESL files and record layout appear to be
following these formats, although they do not include all the fields
populated with data.  Specifically, Montgomery County is requesting that
Verizon include within its ESL records the following three fields with
corresponding data: (1) Class of Service, (2) Type of Service, and (3)
Zip Code.
