Greetings:

The rapid rate of technological advancement in wireless communications has made the seemingly simple task of responding to calls for emergency service increasingly complex.  To be proactive in planning for both current and future trends in technology, the Virginia Legislature mandated the Wireless E-911 Services Board in § 56-484.14.3 to create a "Statewide Enhanced 911 (E-911) Plan."  The purpose of the Plan is three-fold:

*	Enable E-911 services integration with wireless, VoIP, and other advanced technology 
*	Deliver E-911 services to wireless, VoIP, and other advanced technology users
*	Monitor and forecast new-generation telecommunications technology

The Virginia Information Technologies Agency (VITA) oversees E-911 statewide.  A comprehensive Statewide Enhanced 911 Plan will further define user requirements, map requirements to specific technology and solutions, and aid in the dissemination of E-911 services through strategic IT investments.  This effort will serve as the planning and requirements development stages of a multi-phased project to improve E-911 capabilities statewide.
  
I am pleased to announce a draft version of Virginia's 9-1-1 Comprehensive Plan is complete and ready for public comment.  This document is accessible from the News Release section on the main page of our website.  You can access the Integrated Services Program website using the following link:  http://www.va911.org/.  I encourage each of you to review the draft Plan and provide me with any comments, concerns, or questions no later than January 18, 2008.  After this date, the draft will be revised and the final version will be circulated in preparation for the Wireless E-911 Services Board meeting on January 30, 2008.
